Google Dialogue flow is possibly more powerful than Watson and more geared towards a broader audience, including researchers. It is currently the industry standard for conversataional technologies and TensorFlow is one of the most popular and powerful AI libraries available. 

Technologies such as:

- Tensorflow Power Units, and
- AutoML

put Google head by some margin.
